About the Funding 

International Television Drama Development Loans enable Irish producers to originate or co-develop high-profile and large scale TV drama (live action only) aimed at international audiences working with Irish and International creative talent. 

Applications for International Television Drama Development Loans will be considered under two categories as follows:

  1. Project originated by Irish producers working with Irish and/or international talent (writer, co-writer and director) seeking  "seed funding" to enable producers to commission a bible and first episode screenplay and undertake all practical work necessary to prepare a high end TV Drama for the marketplace. The IFB is unlikely to provide funding beyond this initial development stage. 
  2. Projects originated by International producers working with an Irish producer working with Irish and/or international talent (writer, co-writer and director) which can demonstrate clear evidence of a genuine creative co-development relationship (and an agreed share of rights and revenues in a co-development agreement) where international third party or broadcaster funding has been secured seeking support for costs associated with the Irish creative elements.

The objectives of this programme are: 

  • To provide "seed funding" to enable Irish producers to originate and develop strong internationally minded high end television projects of scale (retaining ownership of the IP) thus allowing them to develop a strong foothold in the international market place, note that projects aimed at the domestic market are not eligible for consideration. 
  • to provide opportunities for Irish writers and directors to work on projects being developed with a high awareness of the international marketplace. 
  • to provide Irish producers with the resources to work with international talent with a strong track record, strengthening their slates and engendering sustainability. 
  • to 'tether' projects to Ireland for eventual production in Ireland. 

Eligibility of a project for International Television Drama Development Funding is determined by the following guidelines: 

  • A commitment by the principal (initiating) producer to employing Irish personnel in at least one of the positions of writer, co-writer, director (on at least 50% of episodes); 
  • Clear plans by the producer to undertake a significant proportion of eventual production of the project in Ireland; 
  • If a co-development agreement is required - an agreed entitlement to a share of rights and revenues set out in a co- development contract, is a condition precedent to funding; 
  • Evidence of the acqusition of third party (such as CBC, OMDC) or Broadcaster funding (in the case of projects which have not been originated by the Irish producer)

The maximum amount available at any one time is €50,000; the maximum total amount that the IFB can provide to any one project is €100,000. Any amount of IFB development funding above €50,000 provided to a project must be matched by funding from other sources. Applicants should note that in light of the pressure on IFB resources, awards considerably less than the maximum are likely to be offered. 

Note that projects with Irish creative talent or some form of Irish content (story/characters/settings) and/or an evident cultural connection to Ireland will be strongly favoured, but all of the qualification guidelines above will still apply. The level of funding provided to a project will correspond primarily with the anticipated development expenditure on Irish elements but allowances may be made in certain cases. Applicants must show a strong awareness/knowledge of the market and strong plan for the exploitation of the project within their application. The IFB will charge a 50% premium on its funding and require a share of copyright in the project. 

Who Can Apply 

International Television Development Loans are available to Irish producers (defined as independent production companies registered in the Republic of Ireland which have an office and staff based in the Republic of Ireland) with an international TV drama project which they wish to develop or co-develop, clear access to the necessary rights in any material that is to be adapted for the screen, and an agreement (at least in principle) with the screenwriter they wish to commission. The commitment of a director can lend weight to an application but is not essential at the outset.
